Dr. J Troy Bailey

Dr. J Troy Bailey attended Pacific University and completed his Bachelor of Science degree in Vision Science, as well as Pacific’s College of Optometry and graduated in 1995 with his Doctorate of Optometry. He is certified in the Treatment & Management of Ocular Disease. Dr. Bailey is experienced in the treatment of glaucoma, macular degeneration, diabetic eye care, and dry eye syndrome. He co-manages cataract and Lasik refractive surgeries with ophthalmologists in surrounding areas such as Walla Walla, Boise, Lewiston, Tri-Cities, and Portland.

Dr. Bailey has been practicing optometry in beautiful Wallowa County since he purchased Winding Waters Eye Clinic in December of 2003. He opened his new office, Wallowa Valley Eye Care, in 2012.

Dr. Bailey has been recognized by the American Optometric Association for his loyal and dedicated service to the optometric profession as well as the Lion’s Club for his dedication and generosity to the community.

Throughout the years, Dr. Troy and his wife, Janice, and two lovely daughters, have enjoyed going on mission service trips, both in the states and abroad.

When he’s not seeing patients, his hobbies include golfing, making music, riding his motorcycle, and spending time with his family.

Dr. Erica (Bailey) Ketts

Dr. Erica (Bailey) Ketts graduated from Pacific University College of Optometry in 2020. She was raised in Wallowa County and is happy to be home to help give back to the community. She and her husband, Tyler, enjoy hobbies that include skiing, snowshoeing, travelling, learning Spanish and playing with their dog-child, Marv. Tyler and Erica have enjoyed volunteering at health care organizations such as Your Best Pathway to Health to serve the homeless population and are exploring future volunteer options to help others. Dr. Erica Ketts enjoys the medical ocular health emphasis at Wallowa Valley Eye Care, as well as the diversity of emergency and pediatric eye health. Her goal is to give her patients the care and education they need in order to make informed decisions regarding their eye health.
